Introduction of Liberalized Policy in DNH to enhance Ease of Doing Business

Dear all,

You are aware that, Government of India is giving tremendous emphasis for enhancement in "Ease of Doing Business” across the country. Hon’ble Prime Minister is very keen to ensure that, in International Ranking, with respect to “Ease of Doing Business", the position of India should improve. In order to attract foreign investment in our country, the Red Tapism should be controlled and paper work for obtaining various permission should be minimized.

Your association SIMA, surveyed the situation regarding   "Ease of Doing Business" in our UT of Dadra & Nagar Haveli. It was felt that the Administration shall have to put in more serious efforts on the issue. It is observed that, it is utmost necessary to ensure that permissions, NOC, Consent etc. are granted hassle free and in times, which are required for setting of or expansion of industrial under taking.

In this regard, a joint meeting of all the three association of Dadra & Nagar Haveli, was held with Shri Ashish Kundraji, IAS, Hon’ble Administrator, DD & DNH, Shri Sandeep Kumarji, IAS, Hon’ble Development Commissioner, DD & DNH, Shri J.B. Singhji, IAS, Hon’ble Finance Secretary, DD & DNH and other key officials of DNH. It was represented by industries that, to attract new investment and to give boost to industrialisation in our UT of DNH, it is necessary to simplify the procedures for obtaining the license/ consent/ permissions/ NOC’s  from various Department and Authority in time bound manner.

It was also brought to the notice of Senior Officials that, in other UTs and States of India, the respective state Governments and Administration have initiated the exercise to work out very simplified and investor friendly policies to attract new investments and to promote expansion of existing units in their States and UTs.

In response to the submissions of industries, Hon’ble Administrator and Hon’ble Development Commissioner, also agreed that it is high time for Administration to frame such policy and system by which the investor gets the requisite license/ consent/ permissions/ NOC’s from various departments and authority in transparent and time bound manner. This shall not only attract new industries to set up their unit in DNH but also encourage the existing industries to go for Expansion.

In their positive note Hon’ble Administrator has appealed to the fellow industries to give their suggestions and feedback on the procedures which are already followed in DNH, so that Administration can also simplify the procedure and can provide conducive atmosphere to the investors in this UT.

Your association SIMA welcomed the approach of Administration for its positive approach to attract new investors. The association SIMA hereby request the affiliated industries of DNH to send their concerns and suggestions to improve the existing policy which can enable the Administration to enhance “Ease Of Doing Business" in DNH.

Your suggestions in respect of improvement in functioning and simplification in various department like DIC, VAT department, PCC, PDA, Construction Permission, Power, etc. may be send to your association SIMA. All suggestions/feedback received from the industries shall be complied by SIMA, and proper and effective representation can be prepared with other two association and joint representation can be submitted to the Administration.

We are sure that with efforts of Hon’ble Administrator, Hon’ble Development Commissioner, Hon’ble Finance Secretary, other key officials and Our Industries Associations, a  investor friendly and transparent policy shall  emerge that will give boost to industrial sector in our UT of DNH.

So, all the member industries are hereby requested to give their contribution by sending their constructive and valuable suggestion to improve the policy of Administration in the interest of Industrial Sector. Your suggestion should reach to your association SIMA by 5th January 2016 to enable your association to take up the matter further at appropriate forums
