Survey regarding difficulties faced by Existing Industrial Land Owners due to Land Use Zone Change

Sir / Madam,

It has come to the attention of the Federation that many existing industrial units, under various categories, are adversely affected by the land use zoning changes introduced in the revised Development Plan of the Planning & Development Authority (PDA).

Several plots, which were earlier recorded as industrial zones, have now been categorised under non-industrial zones, thereby causing operational limitations and procedural constraints to many industries. These changes have had the following indicative impacts:

1. Industries intending to undertake expansion activities within their legally held plots are unable to do so due to a zone change.

2. Units in possession of valid approvals, such as Land NA permission, Construction Permission (CP), and Occupancy Certificate (OC), are also facing impediments in operations or compliance.

3. Certain existing industries have reported that the revised zoning has affected their ongoing business activities and potential for future investment/ Expansion.

4. New or proposed establishments, despite having valid NA permission or CPs, are unable to proceed further due to restrictions imposed by current zoning classifications.

In view of the above, the Federation proposes to conduct a structured survey of all affected industrial units to compile comprehensive data regarding the nature of grievances arising from the zoning changes. The information so collected will be submitted in a consolidated manner to the concerned authorities for consideration and appropriate redressal.

Accordingly, all existing industrial land owners, including those possessing valid permissions or holding plots acquired prior to the zoning amendments, are requested to furnish relevant details in the prescribed format to enable the Federation to assess the ground situation accurately. The survey format will be circulated separately for your response. You are requested to treat this matter as urgent and respond within the stipulated timeline.
