Dear all,

One of our Executive Committee Member and prominent Labour Consultant of Dadra & Nagar Haveli Shri Ravi N. Pandey has forwarded a Press Release of EPFO dtd: 05.01.2017 regarding launching of Employee Enrollment Campaign, 2017.

The Central Board (EPF) in its 215th meeting held on 19 December 2016, decided to launch a special campaign from 01.01.2017 to 31.03.2017 to enroll left out eligible workers for bringing them under the social security umbrella of EPFO. The campaign seeks to enroll new establishments and employees with or without past service.

The declaration scheme is operational between, January 1st 2017 to March 31st 2017. Salient features as under:

  • The employee’s share of contribution if declared by the employer as not deducted shall stand waived.
  • The damages to be paid by the employer in respect of the employees for whom declaration has been made under this campaign shall be at the rate of Rupee 1(one) per annum.
  • No administrative charges shall be collected from the employer in respect of the contribution made under the declaration.
  • A declaration can be made under the Campaign for the period for which no inquiry under section 7A has been initiated.

It is expected that with launch of the enrolment campaign many eligible workers hitherto deprived of membership of schemes under EPF & MP Act, 1952 will finally get membership and consequent due benefits under the scheme.

Simultaneously, we are also in receipt of a letter from Shri Navin Kumar, Enforcement Officer, EPFO, SRO, Vapi on the same subject wherein  it has been informed that, in Employees' Enrolment Campaign, 2017, the employer of an establishment is required to declare the employees who were entitled to become members of the Fund for the period beginning from 01/04/2009 to 31/12/2016 but were not enrolled as members for any reason. This campaign is an opportunity to the employers to voluntarily come forward and declare details of all such employees hitherto deprived of provident fund benefit except for the period for which inquiry under Section 7A of the Act is already initiated and summons was served. The employer has to pay only employers share of contributions (if, contributions were deducted from the wage of the employees, the same is also required to be paid and if not deducted, it shall stand waived) and interest thereon at the rate of 12% per annum.   There is no administrative charges and the damages to be paid at the rate of Rs.1/- (Rupees one only) per annum.  It is for a limited period during 01/01/2017 to 31/03/2017. A employer, who is not covered under the Act may also make a declaration under this campaign. The details of this campaign is enclosed in attachment. He has also forwarded the various letters issued by the concerned authorities and also notifications issued by the EPFO on the subject. The letters and notifications are also enclosed with this circular.

So, all the colleague industries are hereby requested to voluntarily come forward and take the benefit of the scheme and ensure that, their employees are covered under the social security umbrella of EPFO.
