Mandatory Registration on Common EPR Portal under Plastic Waste Management Rules
Dear Members,
This is to inform you that the Central Pollution Control Board (CPCB), Ministry of Environment, Forest & Climate Change, Govt. of India has issued a Public Notice vide File No. 20/15/2025-UPCII-H.O-CPCB Part (1) dated 27.08.2026 regarding mandatory registration on Common EPR Portal.
Key Points of the Public Notice:
1. CPCB has developed the Common Extended Producer Responsibility (CEPR) Portal for Plastic Packaging under Plastic Waste Management (PWM) Rules, 2016 (as amended).
2. As per Clause 6.1 and 6.2 of EPR Guidelines, following entities are * mandatorily required to register* on the Common EPR Portal:
- Producers (P) including micro and small enterprises as defined under MSME Act, 2006
- Importers (I) of plastic packaging & raw material
- Brand Owners (BO)
- Manufacturers (M) of plastic raw materials & items made from compostable / biodegradable plastics
- Sellers (S)
- Plastic Waste Processors (PWPs) engaged in recycling, waste to energy, waste to oil and industrial composting
3. Entities covered under Clause 6.1 shall not carry out any business without registration obtained through the Common EPR Portal.
4. Non-compliances observed by CPCB:
a) Certain entities remain unregistered despite statutory obligations.
b) Transactions (purchase/sale) are being conducted with unregistered entities, in contravention of the Rules.
5. Strict Action by CPCB: CPCB is now strengthening transaction-based reporting mechanism on the Portal. Accordingly, declaration / recording of transactions (purchase/sale) with unregistered entities shall be discontinued on the Common EPR Portal, except in respect of Brand Owners (micro & small) and PWPs related transactions, as applicable.
6. Therefore, all stakeholders shall ensure immediate registration, conduct all business transactions relating to plastic packaging / plastic waste strictly in compliance, report them through the Portal, and require their unregistered suppliers and buyers to obtain registration immediately.
Non-compliance shall attract action in accordance with PWM Rules, 2016.
A copy of the CPCB Public Notice dated 27.08.2026 is attached herewith for your reference and immediate compliance.
All members dealing in plastic packaging, raw material, import, brand owning, selling, and plastic waste processing are requested to take note and ensure compliance without fail.
