Dear all,

As communicated earlier, the Hon’ble JERC (for UTs) held a Public Hearing on 16th April 2026 at Swami Vivekananda Auditorium, Daman, regarding Petition Nos. 165/2026 and 176/2026 for Truing up of FY 2024-25 and ARR Determination.

The hearing was chaired by Mr Alok Tandon, IAS (Retd.), Hon’ble Chairman, JERC and Ms Jyoti Prasad, Hon’ble Member, JERC, and attended by elected representatives, industry leadership, and civil society.

On behalf of the Industrial Community of Dadra and Nagar Haveli, Mr Atul Shah, President, Silvassa Industries & Manufacturer Association (SIMA), made a detailed presentation on key concerns of Industrial Consumers.

Salient Points Raised:

- Distribution Loss: Requested detailed methodology and feeder/transformer-level data for verification of low loss reported.
- Renewable Energy & TOD Tariff: TOD structure discourages solar generation. Suggested review and promotion of actual RE procurement over RECs.
- Sharing of Gains: Sought clarity on the gain-sharing method. Recommended excluding open access power and including transmission distribution losses.
- Power Purchase Cost: Highlighted data discrepancies. Requested verification, inclusion of DSM charges, and correction of excess costs.
- Interest Expenses: Emphasised prudent financial management and use of internal funds before external borrowing.
- ARR: Recommended re-evaluation after correcting inconsistencies and ensuring accounting compliance.
- Revenue Transparency: Requested category-wise revenue details and reconciliation with audited financials.
- Tariff & Revenue Gap: Submitted that the audited financials may show a surplus, hence an unwarranted tariff hike should be avoided.
- Billing Issues (Express Feeders): Suggested billing on consumer-end meters and not passing technical losses to consumers.
- EHV Rebate: Requested extension of EHV rebate to 66 kV consumers.
- Regulatory Surcharge: Opposed the continued levy and recommended removal to reduce consumer burden.

The submission emphasised transparency, accurate computations, and protection of consumer interests in tariff determination.
