Dear all,

This is to inform you that, Silvassa Industries and Manufacturers Association (SIMA) and other constituents associations of Federation of Industries Associations (FIA) has presented a presentation on Public Hearing on ARR 2022-23.

DNH PDCL has filed Truing Up, for 20-21, Review for FY 21-22 and Tariff Proposal for the FY 22-23 before Hon’ble Joint Regulatory Commission, Gurugram. In this regard, Hon’ble JERC has conducted a Public Hearing. During this Hearing, Shri Chandrakant M Parekh - President(SIMA) and Shri Narendra Trivedi - Secretary (SIMA) along with key members of other Associations have participated in the Hearing and demanded the following:


1. A separate tariff model for seasonal consumers.
2. In view of the pandemic situation, the penalty of power relinquishment during the first year of power sanction should be removed it is necessary for the start-up.
3. Minimum utilization of contract demand which, right now, is 85% should be brought down 75%.
4. Fixed charges (per KVA) are higher side, these should be brought down.
5. Consumers having contact load blow 125 KVA should be treated as LT. At present this limit is 95 KVA.
6. Normative interest collected from consumers should be put back to the use for better availability at lower tariff.

Further, the DNHPDCL presented the revenue gaps estimated for the following years as under:

FY 20-21 Loss of Rs 24.36 Cr. after adjusting previous years’ loss of Rs 157.15 Cr.
FY 21-22 Loss of Rs 102.90 Cr. after adjusting previous years’ loss of Rs 24.36 Cr.
FY 22-23 Loss of Rs 209.7 Cr. after adjusting previous years’ loss of Rs 102.90 Cr.

DNHPDCL has demanded increase of 30 paise per unit which has been opposed by the Federation on the following grounds:

• Approval has been asked by DNH PDCL for line loss @ 4.1% whereas DNH PDCL has demonstrated that it can, and it has achieved much better figures. In the current year, up to Dec 21, their line loss was only 3%. On this account alone losses of 66 Cr. can be reduced.

• Nine Hundred Twenty Million energy units have been purchased at an average cost of Rs 4.39 whereas Solar Power during the relevant period is available at Rs 3 per unit. One single purchase can save Rs 128/- Cr. to DNH PDCL.
